Entry qualification | High school / secondary education (or higher) • a senior high school diploma with a good average grade (min. CGPA >60 %), The entry qualification documents are accepted in the following languages: English / Lithuanian / Russian. The documents must be legalised (Apostille)by the Ministry of Foreign Affairs of the country where the documents were issued. This requirement does not apply for the documents issued in the EU and Belarus, Ukraine You must take verified copies of the entry qualification documents along with you when you finally go to the university. Overview
Public governance is a field where leaders collaborate with citizens and communities to foster the common good and facilitate positive changes in a country.
Continuous communication with the public and the community, responsible creation of public welfare, ethical decision-making, good knowledge of legal nuances. These competences are required from the profesionals of contemporary public governence. Therefore, you need to be properly prepared for taking up this challenge.
Bachelor’s in Public Governance at KTU is uniquely designed so that you will be able to learn the best public management practices not only in Lithuania but also in the US. Since 2019, the programme offers a dual degree with the University of Central Florida (UCF) that is located in Orlando, USA.
During your studies at KTU and UCF, you will get the knowledge of theories of public administration, the competencies of public sector management practice, public service administration skills. You will have an in-depth understanding of the principles of civil society and volunteering, legal regulation, ethics and corruption prevention, and will learn how to carry out empirical social research.
After graduation, you will be able to seek a career in public sector institutions, state institutions, non-governmental organisations, as well as business organisations at the national and international level.

Values
Dual degree programme with the University of Central Florida:
- This dual degree study programme is unique in the fact that for the first time in the history of higher education, European and American academic systems are running together. The programme is the first of its kind in BA studies of public administration. The students will spend the first two years in Lithuania, studying the courses at KTU compatible with the courses at UCF. From the third year, KTU students will study together with UCF students in a joint group virtually.
Knowledge of Public Governance processes:
- Graduates are expected to become future leaders within the public sector with global awareness and competency in public administration and non-profit management. They will gain community leadership skills, as well as knowledge of building and managing public programmes and policies both in Lithuania and internationally. Students will develop competency in managing contemporary multicultural challenges and issues of human resources. After completing the programme, they will have the opportunity to become leading practitioners in managing global public governance systems.
Broad career prospects:
- Graduates will be able to work in management and administrative positions, in public administration institutions, non-governmental organisations, and businesses, on both national and international levels.
The study programme offers many possibilities to complete internships in various institutions both in Lithuania and abroad (EU, USA, etc.).
Strong analytical competencies:
- The study programme aims to educate future public sector professionals with high analytical competences that empower them to formulate and implement data-driven and evidence-based public governance decisions. The study process involves intensive training in quantitative and qualitative data analysis and presentation skills. In tackling practical public governance issues, students will use empirical data collected by different social research projects and public institutions. This data is stored at the Lithuanian Data Archive for Social Sciences and Humanities (LiDA) hosted at KTU. Lithuanian HSM archive (LiDA) provides virtual digital infrastructure where researchers can deposit, search, browse, make online analyses and download more than 300 quantitative and qualitative social sciences and humanities data sets. LiDA facilitates access to the research data for students’ study assignments and final degree projects, as well as having access to European Social Survey (ESS) and the International Social Survey Programme (ISSP), which allows inclusion into the learning process data-driven approach.
